Abstract: Green mine development serves as the core vehicle for putting the philosophy that “lucid waters and lush mountains are invaluable assets” into practice within the mining sector, and is an essential requirement for balancing resource security and ecological conservation. Over the years, the traditional, extensive mining development model has accelerated its transformation, and the development of green mines has entered a new phase characterised by comprehensive coverage, stringent standards, innovation-driven development, and collaborative symbiosis. At present, achievements coexist with bottlenecks, and opportunities with challenges. With the steady advancement of the national 15th Five-Year Plan and the implementation of the new Mineral Resources Law of the People’s Republic of China high-quality development in the mining sector has been elevated to a national priority. The development of green mines has thus moved from the question of “whether” to that of “how well”, Green mine development will inevitably give rise to a new development paradigm that is contemporary, systematic and practical, characterised by clearly defined responsibilities, integrated development and governance, green and intelligent development models, balanced development and refined standards systems, harmonious mine-community relations through multi-stakeholder governance, and internationalised construction models and standards. Clarifying the essence of these characteristics, identifying practical implementation pathways, and establishing effective mechanisms and safeguards are crucial for driving high-quality development in the mining sector.
