Some thoughts on the overall construction and management of green mine

In 2024, the relevant documents issued by the Ministry of Natural Resources and other seven ministries and commissions have clearly defined the relevant requirements for comprehensively promoting the construction of green mines, and made clear requirements for the number and proportion of large and medium-sized mines to be completed by the end of 2028, while the construction of small mines also requires reference to green mine management, fully reflecting the national top-level policy requirements for comprehensively building green mining. In the face of the global economic demand situation, the need to practice ecological restoration responsibilities, and the urgency to enhance the level of ecological civilization construction, how to build and manage green mines in local areas, to implement and develop local green mining, and to make characteristics and highlights. After consulting the research results, construction history and current situation of green mine, the new policy and evaluation index system of green mine construction are studied, the weight assignment of first-level index in the latest national evaluation index is deeply analyzed, the construction and management of some local green mine is investigated, and the optimization of local green mine evaluation index can be combined with local conditions is discussed. Some challenges and difficulties still exist in comprehensive construction, such as false main responsibilities, insufficient internal impetus, lack of financial security, and need to improve the evaluation mechanism. This paper explores several ideas and countermeasures related to the overall construction and management of local green mines, such as promoting and guiding the implementation of mine policy, stimulating endogenous motivation and compacting main responsibility, financial security and quality control, mine control and integration innovation. The future direction of green mine development and the vision of continuously improving the construction level are prospected. In order to provide a reference for the sustainable and high-quality development of green mining, optimize the evaluation system and supervision mechanism, and comprehensively promote the construction of green mines.
